Creates a business hierarchy set.
An business hierarchy set is a securable that controls access rights to a group of business hiearchies. Each business hierarchy represents a collection of primary insurance policies and reinsurance contracts. The owner of the business hiearchy set may grant access to a set of business hierachies based on group membership.
If successful, returns 201 Created HTTP response and adds job to the workflow engine queue.
