Creates a BULK_GEOHAZ folder.
A BULK_GEOHAZ folder is a temporary storage location and a logical path on AWS S3.
In a bulk geocoding workflow, clients can upload flat files of exposure data to this folder prior to initiating a bulk geocoding job.
If successful, returns a 201 Created response that includes the unique folderId of the bulk geohaz folder and uploadUrls for that folder on AWS.
