Returns a tornado (TO) peril for the specified location.
A tornado is a rotating, funnel-shaped column of air, extending from a cumulonimbus cloud that makes contact with the ground. Individual tornadoes can vary greatly in length and width and are associated with highly destructive wind speeds. Tornado attributes include width, length, orientation, and intensity. Tornado intensity is defined by the Enhanced Fujita scale.
