Looks up admin3-level reference data.

The Admin3 resolution level (GeoResolutionCode 8) represents small geographic divisions (for example, municipalities) within admin2 administrative divisions (for example, counties).

The service returns country-level, admin1-level, and admin2-level geolocation data.
